Ed Rinkavage,  COO

ed-rinkavage_8x10Mr. Rinkavage brings nearly 40 years of experience in the Defense, Civilian, Intelligence and Homeland Security sectors, ranging from operations, and acquisition management to business development and high-level strategic planning. In his role as Sehlke’s Chief Operating Officer, his focus is on strategic operations and business development, as well as developing new client relationships.  Ed’s experience includes the federal contracting industry as a corporate executive and within the Department of Defense as a contracting officer, squadron commander and IG contracting inspector. Ed has authored several articles for national publication on acquisition reform, presented applicable concepts on the acquisition workforce, and change management and briefed senior procurement executives on these initiatives. He also has a proven and highly successful track record managing large-scale overseas specialized services worth over $1 Billion while advising senior military leaders in Europe on acquisition strategies. Ed led Air Force and multi-national contracting in the Balkans including programs in Croatia, Hungary, Serbia, and Bosnia as well as the Middle East including Saudi Arabia, Kuwait, Oman, Bahrain, and the United Arab Emirates. Ed is a member of the Defense Acquisition University (DAU) Alumni Association, Professional Services Council (PSC), Armed Forces Communications and Electronics Association (AFCEA), past president of NCMA Tysons Corner Chapter, is an NCMA Fellow, and is on the NCMA Executive Advisory Committee.

Gary Turner,  Director

Mr. Turner has over 24 years of Department of Defense (DoD) Financial Management experience. He is a subject matter professional in United States Marine Corps (USMC) financial management and business processes. His proficiency includes A-123 internal controls, internal audits, accounting, budgeting, guidance/policy, direct/reimbursable, trend and root cause analysis, reporting, appropriation law, Resource Evaluation & Analysis (RE&A), identifying discrepancies, and abnormal balances. An accomplished leader with strong communication skills and a proven track record in conducting thorough financial data analysis, implementing process improvements, and reducing financial waste and lost opportunities. As the Director of the USMC & Navy Sectors for Sehlke Consulting, Mr. Turner provides a wealth of Program and Financial Management knowledge to our Stateside and Overseas clients. He is also responsible for team management, client satisfaction, and business development.

Brig. Gen. Ed Fienga,  Director

_MG_4513-EditPrior to his final assignment as the Air Force’s Programmer, Mr. Fienga was the Deputy Director, Air, Space and Cyberspace Operations, Headquarters Air Force Space Command, where he was responsible for organizing, training, and equipping Air Force Space Command units for space and cyberspace operations and integrating space and cyber capabilities at the operational level of war and military operations.

Mr. Fienga is a graduate of The Citadel, The USAF’s Legislative Fellowship Program and the Belgium Defense School. Some of his other assignments include experience as an Airborne Weapons Director on the E-3A Airborne Warning and Control System, a Legislative Fellow on the personal staff of a US Senator, a joint space combat operations planner and a unit commander at the squadron and Air Base Group levels.

Chris Ziniti,  Director

  • Army Sector Lead

_MG_7027-EditMr. Ziniti brings nearly 25 years of military and private sector experience supporting the US Army, Department of Defense, and the Intelligence Community in the areas of program management, business development and line division management. A certified Program Management Professional (PMP), Chris has extensive leadership and program management experience building, managing and leading worldwide teams in the areas of financial management, logistics, engineering and C4ISR support. As a corporate executive, Chris has focused on personnel and revenue growth while consistently exceeding client expectations. His leadership experience has spanned the globe including operations across the United States, Europe, Korea and the Middle East. Chris is a member of the Program Management Institute (PMI), Armed Forces Communications and Electronics Association (AFCEA) and the Society of American Military Engineers (SAME). Mr. Ziniti received his BS degree from the United States Military Academy and his MBA from Bellevue University. An Army veteran, his military experience includes numerous aviation assignments operating UH-1 and RC-12 Guardrail aircraft including deployed support during Operation Iraqi Freedom.


Norbert Howard,  Director

_MG_7067-EditMr. Howard has over 27 years of professional experience with expertise in Federal Financial Systems Integration (Oracle R11i, R12, SAP, AMS Momentum), Federal Shared Service Provider based implementations, Federal Financial Management, Business Intelligence, Independent Verification and Validation (IV&V), Program Management for complex IT system projects and Business Development. His federal experience spans agencies and departments including Homeland Security, Education, Justice, Health and Human Services, Treasury, DOD, etc. He is a highly respected and effective leader that clients trust with their must difficult strategic and tactical challenges. Prior to joining Sehlke Consulting, he worked at several of the Big 4 accounting and consulting firms and small businesses serving the federal and commercial sectors. Norbert holds a degree in Accounting from Old Dominion University and a Master of Science in Technology Management from University of Maryland, UC. He also holds the following professional credentials, CPA, CISA, CMA, CIA, CFSA, CGFM, and PMP.
