Brig. Gen. Ed Fienga (Ret.)‚ Air Force and Other DoD Partner

Prior to his final assignment as the Air Force’s Programmer, Mr. Fienga was the Deputy Director, Air, Space and Cyberspace Operations, Headquarters Air Force Space Command, where he was responsible for organizing, training, and equipping Air Force Space Command units for space and cyberspace operations and integrating space and cyber capabilities at the operational level of war and military operations.

Mr. Fienga is a graduate of The Citadel, The USAF’s Legislative Fellowship Program and the Belgium Defense School. Some of his other assignments include experience as an Airborne Weapons Director on the E-3A Airborne Warning and Control System, a Legislative Fellow on the personal staff of a US Senator, a joint space combat operations planner and a unit commander at the squadron and Air Base Group levels.

Conrad Symber‚ Navy and USMC Partner


Mr. Symber leads Sehlke Consulting’s Navy Sector, to include client service delivery, personnel and project management, business development, and strategic growth. Mr. Symber is dedicated to helping the Navy achieve financial management, audit readiness and audit objectives by providing comprehensive technical guidance, developing innovative methodologies, and implementing strategies that improve operations while remaining compliant with federal accounting standards. He has successfully led complex and high-profile projects related to developing technical solutions and approaches to the Navy’s requirements related to audit, systems integration, and business process improvement. Prior to joining Sehlke Consulting, Mr. Symber played a lead role for the Installations & Logistics branch of the Marine Corps in marrying accounting and audit readiness with accountability through providing actionable and value-adding recommendations in compliance with evolving financial management, logistics, and federal accounting standards.

Mr. Symber holds an M.S. in Government Accounting from Rutgers University, a B.S. in Accounting from Felician College, and is a Certified Defense Financial Manager (CDFM).

Andrew Shinskie,  Director

Navy Sector Lead

Mr. Shinskie serves as Sehlke Consulting’s Director for Navy Sector programs, which encompasses client service delivery, personnel and project management, business development, and strategic growth. Mr. Shinskie has over 22 years of experience in leading teams that encompass Planning, Programming, Budget and Execution and program management, whether human capital based, supply operations, logistics, depot level maintenance or responsible for the Marine Corps’ largest financial portfolio; a $14 billion manpower appropriation supporting over 220K full time and part time service members. Mr. Shinskie possesses an innate ability to crosswalk how programmed resources and performance align with the goals of the agency, and to assist senior executives in incorporating that correlation into narrative for all levels of the executive and legislative branches.

Mr. Shinskie holds a Governmental Informational Leadership Chief Financial Officer Graduate Certificate from National Defense University, a B.S. in Computer Science from the U.S. Naval Academy and possesses a DoD Financial Management Level 3 certification.

Clay Davis‚ Director

Other DoD Sector Lead

Mr. Davis retired from the United States Marine Corps with 22 years of service as a Financial Officer (Comptroller) as his primary occupational specialty. Throughout his military career he served as: Director of Marine Corps Recruiters School, Deputy Comptroller (G8) I Marine Expeditionary Force ( I MEF), Comptroller I Marine Expeditionary Brigade ( I MEB), Comptroller I MEF Headquarters Group ( I MHG), Fiscal Officer Stability Operations (C-9) Regional Command Southwest Afghanistan, Company Commander Headquarters and Service Company I MHG, Executive Officer Marine Corps Recruiting Station Kansas City, and additionally served in billets as Operations Officer, Plans Officer, Exercise Officer, Contingency Contracting Officer, Contracting Officer’s Representative (COR), Internal Audit and Manager’s Internal Control Program (MICP) Coordinator.

Since joining the Sehlke team in July of 2017, he has served as the Project Manager (PM) for Financial Improvement and Audit Readiness/Remediation (FIAR) support at United Special Operations Command with personnel at SOCCENT, SOF AT&L and HBO as well as the PM for the USSOCOM Defense Property Accountability System (DPAS) implementation. He has obtained: MBA, BBA, CDFM, DFMC level 3, Lean Six Sigma Green Belt and holds an active TS/SCI security clearance.

Matthew Hunt‚ Director

Army Sector Lead

Mr. Hunt has over nine years of experience providing audit support and readiness support to multiple clients throughout the DoD. He has extensive knowledge in Financial Improvement and Audit Readiness (FIAR), Government Auditing Standards (Yellow Book), Standards for Internal Control (Green Book) and OMB circulars and has been at the forefront of helping to develop and shape the DoD’s standards and policies as it relates to audit readiness and accounting standards. Some of the efforts that Mr. Hunt has led include providing and implementing business process improvement solutions, developed and provided audit readiness and audit support training, managed audit response teams, led the establishment of Manager’s Internal Control Program (MICP), developed and/or reviewed audit readiness and accounting standard policies. Mr. Hunt served as a Financial Management Practice Lead for Sehlke Consulting where he played a key role in developing and implementing practice marketing plans, led thought leadership, and provided business development account support across all sectors.

Norbert Howard,  Director

Homeland Security and Civilian Sector Lead

_MG_7067-EditMr. Howard has over 27 years of professional experience with expertise in Federal Financial Systems Integration (Oracle R11i, R12, SAP, AMS Momentum), Federal Shared Service Provider based implementations, Federal Financial Management, Business Intelligence, Independent Verification and Validation (IV&V), Program Management for complex IT system projects and Business Development. His federal experience spans agencies and departments including Homeland Security, Education, Justice, Health and Human Services, Treasury, DOD, etc. He is a highly respected and effective leader that clients trust with their must difficult strategic and tactical challenges. Prior to joining Sehlke Consulting, he worked at several of the Big 4 accounting and consulting firms and small businesses serving the federal and commercial sectors. Norbert holds a degree in Accounting from Old Dominion University and a Master of Science in Technology Management from University of Maryland, UC. He also holds the following professional credentials, CPA, CISA, CMA, CIA, CFSA, CGFM, and PMP.

Robert H. McNamee,  Director

USMC Sector Lead

Robert has been working in the Department of Defense (DoD) field of Financial Management (FM) and Audit Readiness for over two decades both as a civilian and as an Active Duty Marine Corps Officer. He has participated and led several FM initiatives for the Department of the Navy and the Marine Corps. His primary expertise include: process improvement, implementing procedures to measure and report performance-based management and budgeting systems in support higher-authority strategic goal, and analyzing Key Performance Indicators (KPI) and incident data metrics.

As a Director at Sehlke Consulting, Robert provides overall and direct support to many clients’ current and past projects to include, but not limited to the United States Fleet Forces Command SABRS Migration, Marine Corps Installations Pacific Real Property Audit Support, HQMC PPO, III MEF, SPECWAR Onsite Support, STARS to SABRS Migration, Navy Financial Operations and Systems Integration Support (OASIS), and Marine Corps Logistics Command.

Prior to joining Sehlke Consulting, Robert assisted various Marine Corps Commands and held diverse financial management positions ranging from budgeting, accounting, supply and logistics to help commands reach their audit goals. Robert graduated from Webster University with a Master of Business Administration in 2014 and earned his undergraduate in Management and Accounting from Park University in 2011. He also holds various other certifications to include the Certified Defense Financial Manager (CDFM), DoD Financial Management Level 3, Certified Internal Control Auditor, and Master Project Manager. Robert is an active member of the American Society of Military Comptrollers (ASMC), Association of Government Accountants (AGA), and the Marine Corps Association.
